.github: shorten PR template (#10789)
After switching squash merges to use the PR title and description, the PR template text started leaking into final commit messages and adding noise. This PR removes the template and documents what a PR title and PR description should contain instead. See https://github.com/VictoriaMetrics/VictoriaMetrics/pull/10789
