3x-ui has a growing ecosystem of community tools (Terraform, scripts, exporters, etc.). This adds a Community Tools section between Acknowledgment and Support project in all 6 localized READMEs so users can discover them from the main project page. The format mirrors the existing Acknowledgment section so future maintainers of 3x-ui-related tools can extend it with one-line PRs.
