Release 3.49.21 (#1226 )

* Release 3.49.21 Version bumps in configure.ac, htsglobal.h, version.rc and the AppStream metainfo, plus the curated release notes. VERSION_INFO goes to 3:14:0, a revision-only bump: httrackp gained a tail field (host_alias) and #1202 added an export, so nothing moved and nothing went away.
